"At a minimum, the evidence demonstrated, even if other information could be redacted from the document over which CalHR asserted the collective bargaining privilege, disclosing the information requested by Freedom Foundation would reveal CalHR’s research and evaluations conducted pursuant to the Dills Act. As such, the court did not err in concluding CalHR was not required to produce this document at all."
